Douglas Robin

|
Background
Douglas Robin served as a Chief Officer in Local Government
with over thirty years of experience and a number of roles
at a senior level. Until October, 2006, Douglas was the Stock
Transfer Implementation Manager at Inverclyde Council
leading up to the positive tenant vote for transfer
Throughout his career he has developed and managed
housing services, building services, benefit services,
supporting people services and managing a commercial
portfolio of shops and industrial properties. He is
literate, has an analytical mind with a clear and concise
written style, whatever the audience. Douglas is used
to working to deadlines set in mutually agreed project plans
and sets a high standard in his own work.
Douglas is a graduate of Edinburgh University and a
Fellow of the Chartered Institute of Housing
Experience
In the recent past, Douglas has had direct experience of the
New Housing Partnership programme and worked on a
Council-sponsored Registered Social Landlord ("RSL") project
with a view to transferring the council's entire housing stock
to an independent RSL. This involved:

| conducting a ‘tenants preference survey’ |
Douglas led the Council side in taking forward stock transfer
under the Community Programme. This involved:

| devising the COP submission, including the application
for EAF funding |
| commissioning stock condition and other surveys |
| securing professional assistance, e.g. legal services |
| completing the COP pricing model |
| ensuring tenant capacity, including appointment if the
ITA |
| advising the Council and parent committee on matters of
stock transfer |
| preparing the business case for transfer |
| business plan appraisal |
| tenant consultation |
| TUPE consultation |
| Stage 1 and Stage 2 Notices. |
